Tulyaganov Dilshat Ubaydullaevich, 1960 yil 29 iyunda Toshkent shahrida tug‘ilgan. U 1982 yillarda Toshkent politexnika institutining tamomlagan va 1983-1986 yillar davomida institutining aspiranti sifatida faoliyat olib bordi. 12.04.1986 nomzodlik dissertatsiyani ximoya qildi. Shu institutda 1986 – 1990 yillarda katta ilmiy xodim lavozimida, 1991-1994 yillarda Toshkent kimyo-texnologiya institutining doktoranti sifatida ish faoliyatini olib bordi va 10.03.1994 doktorlik dissertatsiyani ximoya qildi. 1994-1999 yillarda Toshkent kimyo-texnologiya institutida katta o‘qituvchi va dotsent lavozimlarida pedagogik faoliyatini olib bordi. Undan keyin Meksikaning milliy politexnika institutida (IPN, CINVESTAV, Saltillo) professor lavozimida va Portugaliyaning Aveyru Universitetida taklif etilgan ilmiy xodim sifatida faoliyatini davom ettirdi. 2003-2008 yillarda Toshkent kosmik asbobsozlik ilmiy tekshirish institutida va 2008-2009 Erni masofadan zondlash va GIS texnologiyalar markazida laboratoriya mudiri sifatida faoliyat olib bordi. 2009 yildan beri Toshkent shahridagi Turin politexnika universtitetida ilmiy va pedagogik faoliyatini davom ettirmokda va kafedra mudiri sifatida ishlab kelmoqda.
Tulyaganov D.U. rahbarligida 1 ta fan nomzodi (R.Z.Tairov, 1992 g.) va 4 PhD (A.Goed 2010, H.R.Fernandes 2012, A.A. Reddy 2014, I.Kansal 2015) professor J.M.F.Ferreira xammualliflikda o‘z ilmiy ishini muvaffaqiyatli ximoya qilgan. Uning o‘zi va xammualliflikda 115 dan ortiq maqola xorijiy jurnallarda chop etilgan, shulardan uchtasi ilmiy taxlil. Undan tashqari 2 kitob, 7 patent va 30 maqola boshqa jurnallarda chop etilgan. h-indeks 25.
